In the frame of an appropriate dynamical model of glasses the differential cross sections for inelastic neutron scattering by quasilocal vibrational excitations (QVE) and phonons are evaluated. It is shown that at low energies ( E ≦ 10 meV) these cross sections are of the same order and could explain the corresponding experimental results.
