Assuming the formation of a Wigner crystal in a Q2D structure the Hall conductivity for the quantum regime is calculated. The fractional and integer values in units of e 2 / h are explained as related to a new correlated electron state which reflects structuring on a mesoscopic scale in real space. The results are in excellent agreement with experimental data.
