Photonic quantum 1/ƒ noise is identified in Au metal films below the Debye temperature. The low values of the Hooge parameter predicted by Handel's theory (i.e., α true ≈ 10 −6 to 10 −8 ) are arrived at by realizing that only the fraction ≈ 3 kT /2Δϵ F of the total number of carriers is available for scattering at a given temperature.
