The scattering theory of surface polaritons (SP) by polarization fluctuations with formation of bulk waves in media propagating from the interface is accounted. It is supposed that dielectric permeability of the contacting media is negative (without dissipation) on the scattering frequency. The theory is applied to SP scattering by Debye relaxation soft mode. The temperature dependence of scattering intensity is analysed. The angle and polarization characteristics of scattering are concretized for the cubic crystal case.
