A statistical theory is developed to obtain the joint distribution function for frequencies of different transitions in impurities affected by matrix imperfections. The results are specified in the case of an inhomogeneous broadening caused by an elastic interaction of impurities with point defects and applied to axially symmetric impurities in cubic crystals to study the correspondence between ransition frequencies in different orientations of the impurity.
