A recent phenomenological theory of Garik and Ashcroft (GA) is generalized to permit interband electron–hole pairs to couple to intraband pairs. The enlarged theory differs in important respects from GA theory and corresponds closely to the microscopic theory of Chakraborty and Allen. The theory is explicitly solved for σ(ω), and the corrections to Boltzmann dc transport are discussed. The new theory has an additional parameter, the phase of the interband–intraband coupling constant η, which cannot be eliminated a priori .
