The theory developed in I is generalized by the inclusion of a magnetic field or of a temperature gradient. Also in these more general situations the theory exhibits internal consistency with regard to the representation of the Hall current and the Onsager symmetry for thermoelectric phenomena. The Hall coefficient departs from its classical value in the case of small mean free path and has unique sign.
