Linear response theory is used to evaluate Green functions for the electric field fluctuations in a general three‐layer system. The Green functions provide a description of the bulk polaritons, surface polaritons, and guided bulk polaritons. Particular consideration is given to polaritons arising from coupling of photons to optical phonons. The results are illustrated with dispersion curves and power spectra for different materials and geometries. The theory of light scattering by the excitations is then presented. A general formalism is developed to express the scattering cross‐section in terms of the Green functions. The full result contains a description of light scattering from bulk polaritons, guided bulk polaritons, and surface polaritons. However, the discussion is concentrated mainly on scattering from the localised surface modes.
