Excitations are considered in a system of tunneling dipoles randomly distributed over the host with electric dipole—dipole interaction. It is shown that excitations with small damping can exist in both a paraelectric phase and a dipole pseudo‐spin glass one. The phase transition can be a first—order or second—order depending upon the dipole concentration.
