A perturbative evaluation is developed of the volume effect approximation to the general elastic photoemission current. The formulae are applied to the (111) and (001) crystal faces of silver for photon energies less than 8 eV. Treating bulk and surface umklapp scattering on an equal footing, the emission efficiency of primary and secondary cones is calculated. The results are compared with experiment, and the successes and failures of the theory discussed. Several further experimental tests of the model are suggested.
