The justification of the ionic configuration average within the limitation of infinite order perturbation theory is considered. The diagonality conditions of Van Hove are shown to result from this average if the momentum matrix elements are appropriately coarse grained. An omission in a previous proof of these conditions is thereby rectified. Finally a comment is made on the generality of the results.
