A dielectric formulation of the problem of a nonmagnetic condensed polar medium is developed on the basis of an effective Hamiltonian. The phenomenological theory obtained describes the systems with an arbitrary number of excitation branches and spatial dispersion and may be applied to both regular and irregular systems.
