The average moments and their changes are calculated independently of the perturbation theory. New electron optical transitions are due to the mixing of degenerate electron states from different energy levels by the Hamiltonian of an externally applied electric field. The average shift of the optical absorption bands is expressed in terms of the linear Stark effect energy changes. The even parity equivalent electrc field, employed in the calculation of the chage of the average second moment may lead to a linear Stark effect of electron states with definite parity.
