Recent experiments suggest that in stages I and II bound Frenkel pairs only anneal. Such an interpretation leads to the following model: a vacancy and an interstitial form a bound Frenkel pair when their separation is less than about 10 lattice constants. The pairs which anneal above stage I are produced by multiple displacements or focused replacement sequences, and all pairs arising from defocused single displacements anneal in stage I. Secondary pairs (with partners from different damage events) produce effects similar to those expected from a freely migrating interstitial. A consistent interpretation of the recovery in Au, Cu, and Al can be given in this way.
