This paper considers regional population development in Finland. The paper focuses in particular on the role of inter‐regional migration in reshaping the regional population distribution, and suggests that this has contributed to regional development inequalities. The paper questions whether policies to counter this trend following a Floridian approach can ever be effective. Copyright © 2009 John Wiley & Sons, Ltd.
