Risk assessments have been performed to determine the risk associated with the transportation of hazardous wastes through a city. In the course of these assessments, a number of modeling issues arose relating to transportation accident rates, the characterization of incidents, the effect of thermal radiation, the impact of exposure to toxic chemicals, and the threshold for acceptable risk. This paper discusses these issues.
