This review is based largely on the lectures delivered at the Dubna International Winter School of Theoretical Physics on March, 1964. Chapter 1 being of introductory nature also contains some materials on kinematics, isotopic structure and unitarity of the ππ‐scattering. Chapter 2 covers the original papers by Chew and Mandelstam which have, in fact, given rise to the systematic theoretical studies in this field. Chapter 3 covers the works of theoretists of Dubna and Novosibirsk which led to the consistent approach to the theory of strong interactions at low energies. Chapter 4 contains comparisions with experiment. In writing this chapter the authors used the materials of the 12th International Conference on High Energy Physics (Dubna, August, 1964).
