In the paper the second‐order theory of the continuous media with conserved dislocations is developed to describe the spectrum of the cohesion and superficial phenomena. The general model of the continuous media proposed in this work is the rigorous theoretical model that allows to analyze the various particular scale effects, e.g., cohesive interactions, surface within the unified continuum description.
