Abstract This note is derived from a study of burdens imposed by aid management in three South Pacific islands; Fiji, Samoa and Vanuatu. It suggests that aid management in Samoa is unusually successful in the region owing to the involvement of high‐level leadership in aid coordination and the capacity and stability of key staff.
