NEW ORLEANS — Growing enrollment is one of the biggest challenges many institutions face. At Mott Community College in Flint, Michigan, officials have adopted multiple strategies to recruit and retain students. Besides a significant population loss in the city, a high crime rate made attracting students difficult. And the city's water crisis made problems even worse.
