Technology training and job placement programs are becoming common forms of economic development in the United States, presenting hopeful futures for rural regions facing job loss. While these endeavors often draw on local identities to market new programs, they also involve multiple stakeholders who represent a diversity of experiences and work history. This essay discusses the way that individuals negotiate efforts to create a “Silicon Holler” tech industry in rural Appalachia.
