A new approach for free space determination of the complex valued permittivity of soil and other materials is presented. The method is tailored for ground penetrating radar purposes where an averaged value of the permittivity for a certain bandwidth is desired. Coming with less demands on calibration and specimen configuration, our approach represents a robust algorithm with good accuracy and capability for in situ measurements. © 2013 Wiley Periodicals, Inc.
