A high‐dynamic‐range variable optical attenuator (VOA) using a movable shutter, which moves in a tilted‐angle direction to the collimate fiber pair, is proposed. The VOA operates in the C+L band with the advantages low cost, high dynamic range of more than 50 dB, low insertion loss of 0.8 dB, low wavelength‐dependent loss (WDL), and low polarization‐dependent loss of ±0.4 dB and 0.4 dB, respectively, with attenuation of 50 dB.
