In a state that consistently ranks near the bottom nationally in inpatient psychiatric capacity and is now facing heightened demand for services, one might expect that a proposal for a new psychiatric hospital facility would sail through the approval process. Yet that by no means characterizes Cedar Hills Hospital's second attempt in four years to obtain a Certificate of Need (CON) from Oregon officials.
