Children crossing the southern border are traumatized and in need of mental health services under conditions that were only exacerbated by Department of Homeland Security (DHS) policy last year, according to an Office of Inspector General (OIG) report evaluating the performance of the Department of Health and Human Services (HHS) in caring for these children.
