This paper contains the text of a speech given in New York in early 1981. Dr Beasley chose his topic for the occasion of the Annual Lecture sponsored by Managerial and Decision Economics. The lecture was attended by academics and businessmen from the American East Coast Future lectures will be held in different locations. Managerial and Decision Economics is delighted to have had a man of Dr Beasley's stature to present this, the Inaugural Lecture of the series.
