Where management perceives there is a prospect of defeat at the polls, one possible theme is admitting that the company has made mistakes. This enhances management's credibility and gives the company an opportunity to take the position that, if given another chance, wages and working conditions would improve. Employees regard this theme as one of the most effective campaign arguments. While this tactic might appear to be an unlawful veiled promise of improvements, the approach is lawful. Non‐specific statements, not involving the direct or implied promise of a particular benefit, are permissible.
