When the North American Free Trade Agreement (NAFTA) was enacted in 1994, it was touted as a significant tool to improve trade among Canada, Mexico, and the United States. Much focus was placed on the reduction of tariffs and elimination of certain trade barriers. NAFTA also opened the opportunity to tap labor markets, particularly in Mexico, that provide more competitive cost structures.
