Was This a Lawful Raffle?

Two weeks before a union election, the employer announced a raffle to encourage employees “to learn all the REAL FACTS about the union and what it actually can and cannot do.” To enter the raffle, an employee had to complete a voluntary, multiple choice quiz about the union. First prize was “$900 (one year's union dues),” and second prize was “$450 (six months' union dues).”
