Can Management Call the Cops When Unions Organize on Company Property?

Efforts by a company to prevent union representatives from distributing union literature from the shoulder of a road near the employer's site drew unfair labor practice charges from the union. The company's general manager wanted the union reps removed and mistakenly believed the company's property included the shoulder of the road, based upon its ownership to the center of the road.
