Following the election defeat of the United Auto Workers, the Volkswagen of America manufacturing plant in Chattanooga, Tennessee, has put forth a new “engagement policy.” It sets up a process for unions to demonstrate they have at least 15, 30, or 45 percent membership among workers in the plant. A union that achieves one of the membership levels may hold meetings at the company on nonwork time and may have regular meetings with management. “To be eligible to engage with Volkswagen under this policy, an organization must exist for the primary purpose of representing employees and their interests to employers,” according to the company's description of the program.
