The COOK‐criterion is crucial in timedependent scattering theory for proving the existence of wave operators. In case of potential scattering for SCHRÖDINGER operators a lot of sufficient conditions on the potential is known. Here necessary conditions are considered. The results are applicable for many‐body and for multi‐channel cases.
