Turning FAIR into reality: Final report and action plan from the European Commission expert group on FAIR data was published in November 2018 by the European Commission’s Directorate General for Research and Innovation. It was written by a group of nine authors associated with leading institutions, both within and outside the European Union, who have produced a thorough and comprehensive report that has been written with admirable clarity. FAIR is an acronym for findable, accessible, interoperable, and reusable and refers to both data and associated digital objects (p. 8). The report presents an EU-wide response to collaborative platforms being developed elsewhere for the reuse and sharing of data arising from publicly funded research. The financial sustainability of FAIR has been thoughtfully developed. The report envisages a broad but defined role for publishers, although nonOA publishers may be concerned by the report’s preference for open data and the apparent assumption that FAIR and open will converge over time.
