Derby City Council and the Derbyshire Business School have worked closely together in the creation and evolution of a management and leadership development programme entitled the Leading Manager Programme. This followed the aim of the Council to improve middle manager leadership, to promote change across the Council and to gain ‘excellent’ status at its next audit. Recent research has shown that the Leading Managers are making an impact at organizational level, but that there are identified barriers that limit the level and extent of change within the organization. This paper explores the role of the educator as an agent of change in seeking to unlock the potential of the individual and so enhance and support organizational change.Copyright © 2007 John Wiley & Sons, Ltd.
