The economic and social effects of structural adjustment attracted considerable attention in the 1980s. In the 1990s, attention has shifted to the environmental effects, in spite of formidable methodological problems. Recent studies show that good macroeconomic management is a necessary but not sufficient condition for environmental protection. The performance of SAPS could be improved in all three areas‐economic, social and environmental‐through greater attention to market failures, institutional factors and other non‐price measures.
