This article is a comment on the relationship between the larger agencies and those involved in small development projects, both project coordinators and project participants. Although this submission is based on a particular project, it is my experience that the issues involved are common to many such projects, and thus I have approached this appraisal by generalizing a number of points. The questions and issues involved are complex and legion, and there is no attempt in this to cover all, but to highlight a select few with emphasis on those issues which are common to numerous small development projects.
