This paper proposes a reorientation of systems engineering; a shift in focus achieved not by discarding any of the present Body of Knowledge, but by adding a further layer to the top‐down approach. This layer is concerned with two entities; the service to be provided, as defined by the Client or users, and the project that will provide it, while the physical plant that is required to support the project, the current “system of interest”, emerges only in the next level down. The nature of these two entities, and their relationships to similar entities found in the systems engineering literature, is highlighted. It is suggested that INCOSE could take the lead in this reorientation, and that a restructuring of the Handbook would be an effective first step.
