This paper presents results from a study on emerging satellite programs in developing countries. A Systems Architecture Framework is used as a tool to enable social science research in technology policy. The study finds that the Architectural Framework is useful for integrating concepts from disparate literature communities; decomposing a socio‐technical system into progressively lower levels of analysis; and synthesizing findings to enable explanation and theory building.
