Planning for large‐scale systems such as a country's economy is a huge undertaking and fraught with difficulties. This paper explores how such an undertaking could be managed using the large‐scale systems engineering framework. It uses the Singapore's Strategic Economic Plan of 1991 to retrospectively examine how well the large‐scale systems engineering framework could have measured up to such a Plan. It was found that such a framework is effective in understanding the complexities of and planning for such a large‐scale system.
