This paper discusses the problem of specification of the requirements for a project from the point of view of requirements as a representation of the hypothetical or target product. The relationship between the description and nature of things presented by epistemology is considered. Project requirements introduce the further problem of knowing the essence of things through the representation provided by a description, and that before construction the proposed product is hypothetical. This is presented and discussed.
