While many options are available to organize a development organization for success, applying basic elements of system engineering management in defining, building, controlling and maintaining the organization chartered to develop the system will provide a solid foundation for the system engineering effort. This foundation will provide focus on the system under development and the processes to be applied to the development, rather than on organizational roles and responsibilities. While the proper organization will not guarantee success, inadequate organization of the effort will make the difficult process of system engineering a monumental challenge.
