Despite the fact that Pre‐System Definition (PSD) is a precursor to the later life‐cycle phases, organizations continue to perform this phase poorly. PSD projects (also called Concept Exploration or Feasibility Studies) can be characterized as being of relatively short duration with rapid transitions in focus. Since PSD is before design, the issues and approaches are different from the later design phases. This paper describes many of the causes for poor PSD execution and discusses techniques for helping a poorly executing PSD project recover. Brief diagnostic questions are posed to help readers implement the approaches proposed in this paper.
