This paper describes an application of the systems engineering process in a public interest project. The purpose of the project was to support the Salinan Native American Nation in an unobtrusive way that was important to the nation. This goal was identified through action research discussions with a Salinan Nation leader and the tribal council. The chosen project was to develop a web based communications system for this virtual nation. The authors selected the INCOSE “How To” Guide as a process to develop this project. The project is outlined through its planned completion and lessons learned from this project are considered for similar future projects.
