Abstract The development of the ASR‐12 international air traffic control (ATC) radar offers a case study in a shift from the more formal processes and products of the 1980's U.S. government contracts to a commercial product line environment. Both the radar development team and the product had to transition to new approaches. By effectively optimizing the SE process for this new environment, it is the key cost‐effective framework to optimize the product.
