This paper discusses an approach to requirements handling that is based on seeking flexibility and adaptability. It is particularly suitable for multinational programmes which are characterised by differences in requirements. Several aspects must be considered coherently within a systems engineering approach to provide a solution with sufficient flexibility and adaptability. Firstly, the correct environment is required to remove preconceptions about the solution and discover the underlying need. A joint requirement management process between customer and industry can achieve this, provided requirements are set at the correct level. In turn, this requires that the boundaries of the problem are challenged, particularly the interaction of the system characteristics and the concept of employment. Finally, the whole process will fail without the correct team principles and enlightened communications.
