ABSTRACT Good ideas are everywhere and increasingly SE project managers are looking to business practices for techniques to improve the management and delivery of complex systems. One emerging technique should appeal to systems engineers for its holistic approach to evaluating the performance of organisations, namely the Balanced Scorecard. In keeping with the conference theme, “Sharing the Future,” this paper builds on the processes and definitions provided in the INCOSE Systems Engineering Measurement Primer to describe the technique and propose how it may be applied to the management of programs.
