When we discuss and teach systems engineering, we usually describe all of the activities required to design and develop a system but do not consider the organizational assignment of these responsibilities. The assignment of tasks to the systems engineering organization/team (SEOT) is important as the successful implementation of many projects depends upon the correct identification and assignment of tasks to the SEOT. Several approaches to the determination of roles and responsibilities are examined and a model statement of work for the SEOT is presented.
