The Land Mobile Products Sector of Motorola is currently transforming its commercial core business processes. Systems engineering has been recognize as a key solution for balancing the system developer, user, customer, and internal business manager perspectives. A cost effective balance between these various perspectives is of vital importance for commercial enterprise success dealing with complex internal and external environments. The first component of systems engineering capability adopted by Motorola Land Mobile Products Sector has been the functional area of requirements capture, analysis, and management. Improvement in the requirements functional area within Motorola Land Mobile Products Sector has lead to an improvement in delivered systems quality and a reduction in systems development cycle time. This paper describes the relationship between driving requirements, systems development cycle time, and systems quality from a commercial systems engineering perspective with some supporting data results.
