The technique of Quality Function Deployment (QFD) has been applied to an analysis of the mission needs for the existing NOAA atmospheric observing system. QFD shows clear relationships between customer needs and the observing system capabilities. QFD will play an important role in the continued evolution of both the customer needs and the observing system itself. We believe that QFD can contribute significantly to the development of Government mission needs analyses for systems similar to our observing system. Although this paper discusses the use of QFD within NOAA, the views expressed in this paper are solely those of the authors and do not necessarily represent the views of NOAA.
