The concept of using COTS/NDI has been advanced as a method for getting new technology to military fleet and field users more rapidly and at less cost. Through use of this concept, new technology can undoubtedly be fielded sooner, but there are some difficulties associated with the concept that need to be examined and dealt with before developers wholeheartedly adopt and implement it.
